NGR Resort Consultants has submitted to the British Columbia government a proposal to develop a year-round, 16,800-bed unit, alpine resort in the Melvin Creek valley located between Pemberton and Lillooet. Implementation of the development would be phased in over 15-20 years. The purpose of this document is to set out draft project report specifications for a detailed environmental impact submission. It first reviews the project history, the provincial and federal environmental assessment (EA) processes and their applicability to the project, the current status of the EA review of the project, the purpose of the project report, and the remaining steps in the EA process. The document then sets out the project report specifications, organized primarily by type of impact. Topics covered in the specifications include general reporting requirements, commercial alpine ski policy issues, technical resort design and management issues, environmental and resource management issues, socio-economic issues, heritage and First Nations issues, and issues related to the Canadian Environmental Assessment Act.
