Import substitution at the local or regional level is a community-based economic initiative that is gaining increasing attention. Import substitution can have a higher multiplier effect on the local economy than export expansion. This paper reviews Buy-Local' efforts in the state of Oregon, the province of Saskatchewan, and the metropolitan area of Victoria, B.C. in an effort to establish the principal determinants of, as well as constraints on, a successful regional import substitution program.
