This paper reviews the historical sources of regional development concepts for Greater Vancouver, and describes the nature of a contemporary strategy. It also reviews the goals expressed in the Official Regional Plan and Livable Region Strategy. In addition, it identifies the public purposes of existing regional development policy, and evaluates the current challenges for that policy. It addresses the topic areas of housing, employment, transportation, the environment, and centres. Finally, it summarizes the main themes which could form the basis of a contemporary strategy.
