This document contains an examination of British Columbia's joint solution procurement process to assess how it stands up against procurement best practise. Joint solution procurement is an outsourcing alternative in which private sector expertise is used in a collaborative process to identify a range of solutions to outsource service delivery on behalf of the province. The report also includes an analysis of one of the province's early procurement projects, the outsourcing of revenue management services in 2003.
