Last time armies were under the control of monarch. Noted the skillful use by Piedmont-Sardinia to use diplomacy, modernization of its infrastructure (railroad, upgraded army) & secret haggling with France. Ditto Austria's withered arrogant foreign policy that alienated allies & enemies.
